Create a staged roadmap with reversible increments, acceptance evidence, and named local review gates before scope expands.

Help update the roadmap, definition of done, metrics, review gates, and next-decision list as evidence changes. Keep human review and acceptance explicit.

Do not recommend scaling adoption until the first slice has evidence and owner acceptance.
